PTC 4 doesn't develop
The Weather Situation
Friday afternoon a disturbance in the southwestern Gulf of Mexico developed a strong burst of convection and was given an 80% chance for development. Wind shear hampered the organization and the system never was able to obtain a low level center before moving into northeastern Mexico on Saturday evening.
