There will be several changes on how the National Hurricane issues advisories and the graphics that they use.  Here is a link to the many changes: http://www.nhc.noaa.gov/news/20170309_p ... hanges.pdf
The main change is that the hurricane center can issue advisories before a system is named.  These will be identified as "Potential tropical cyclones".
