Hurricane Felicia and tropical storm Enrique are caught in a Fujiwhara effect. This is simply when two tropical cyclones are close enough to affect each other.
Felicia is much stronger than Enrique. Because of this, wind shear enhanced from Felicia is disrupting the circulation of Enrique. As Enrique grows weaker it may actually be absorbed into the circulation of Felicia.
The Fujiwhara effect is only rarely observed. The closer the two systems are, the more pronounced the effect. Most times a tropical cyclone is not absorbed by the other. Many times wind shear affects the strength, or the interaction changes the two cyclones direction.
